Governance is very highly serious issue of the area. It includes lack of accountability, transparency and responsiveness on the side of key public
institutions resulting in distorted system where everyone in the society is not treated the equal. A clear example is the powerlessness of the
poor and marginalized people to seek and access to justice compared to their wealthy and more powerful wide-ranging who take the law and
the policies in their hand. Hairdin drain saline water,, coming from southern eastern territories of the Baluchistan, RBOD-III Project, shortage of 
safe drinking  and irrigation water, ineffectiveness of the institutions, lack of awareness about democracy and human rights are the key issues of
the area which NDS is addressing under this program. Community mobilization and organization, youth mainstreaming and campaigns on main
issues of the district are the key area of interest of the organization.
Goal
To improve governance structure and their functions regarding to effective service delivery and strengthening democratic values and
institutions at all levels and creating awareness and respect about democracy among public.
Objectives
Main objectives are as under:
· To organize and mobilize rural communities at gross root level through formation community development organizations.
· To build capacity of formed CDOs, CBOs, NGOs and other CSOs in order to achieve their goals.
· To initiate and support campaigns on local and district level social and development issues, especially RBOD, Hair din drain and water
issues.
· To bring youth into mainstream development as change agent through building their leadership and professional skills and human rights
education.
· To organize and support civil society initiatives and campaign on citizen’s rights especially media, labor unions, farmers groups, NGOs
and political parties as well.
· To establish and strength Indus Valley Community Resource Centre
· To strengthening and support local government
